Foreword

This represents the results of the Second International Conference on Fire Service Policy, entitled Customers, Changes, & New Challenges: Reinventing The Fire Service, An International Conference hosted jointly by the Institution of Fire Engineers (USA Branch) and the Department of Public Management of the John Jay College of Criminal Justice of the City University of New York.

The Conference was organized in cooperation with Pennwell Publishing, publishers of Fire Engineering Magazine, and held in conjunction with their annual Fire Department Instructor’s Conference on March 3-4, 2000.

The intent of the event was to bring high-quality, scholarly presentations on timely subjects to as large and diverse an audience as possible. This year’s event included academics, public fire service officers, private sector fire safety officials, and federal government representatives. At least three countries were represented among the speakers.

We appreciate the continued financial assistance of the United States Fire Administration (USFA) (Cooperative Agreement EME-2000-CA-0048) in supporting the conference and production of the proceedings.

We also wish to thank Deccan International of San Diego, California, who continued their support for this second-year event. Their sponsorship defrayed costs associated with refreshments during the conference.

Special thanks go to Penwell Publishing and Fire Engineering magazine, for considerable in-kind promotional and organizational support in including us in their Fire Department Instructor’s Conference in Indianapolis, Indiana.

J. Gordon Routley of the Institution of Fire Engineers devoted countless hours as Co-Organizer of the event. He spent many hours on reviewing submissions and making conference arrangements. He was a pleasure to work with. Any inconveniences to presenters or mistakes in the proceedings are the Editor’s responsibility.

A number of other people deserve thanks for their part in making this event possible. We would especially like to thank our Project Officer at the USFA, John Cochran; Peter Hodge and Ed Olmstead of FDIC; Chief Bill Peterson, President and Bill Kehoe, Treasurer of the Institution of Fire Engineers (United States of America Branch); and Prof. Ned Benton, Chair of the Department of Public Management and Prof. Glenn Corbett, Coordinator of the Fire Science program at John Jay College of Criminal Justice (CUNY).
